As a homeowner, there is very little you can do to make your neighbor paint his house or make other necessary repairs, unless the repairs needed violate local codes. On the other hand, if you live in a condominium or a planned community, you and your neighbor will have to adhere to rules and regulations established by the management boards of these organizations. Check your local ordinances or condo rules for more information.
